With the flexible, focused and centered leadership and administration of the government and the effort of all local people and businesses, the socioeconomic performance of Gia Rai Town has kept growing in most areas. In particular, administrative reform and business climate improvement are among its bright spots.

Carrying out the guiding documents of all levels of authority on strengthening leadership and direction in conducting administrative reform and improving the investment and business environment, the Party Committee and the People's Committee of Gia Rai Town launched many plans and adopted many consistent solutions. The town has informed all party members and public employees and raised the responsibility of agency leaders in accelerating administrative reform, improving the investment and business environment and enhancing the Provincial Competitiveness Index (PCI).
Doing so, the town has promptly introduced mechanisms and policies to create a favorable business environment for all economic sectors to develop production and business; heightened the responsibility, dynamism and creativity of state agencies in performing public duties, forming a favorable, equal, friendly, open and transparent investment and business environment; facilitated and supported private companies, especially small and medium-sized enterprises (SMEs), startups and innovative firms, to create motivation and breakthroughs in investment attraction to the town. At the same time, Gia Rai has enhanced the awareness, spirit, responsibility and attitude of public employees in performing their public duties and assigned tasks; acted dedicatedly and enthusiastically to serve people and businesses; strengthened administrative discipline and order; and built an administration that serves the people.
Administrative procedures relating to businesses and people, and related information are made public at the town public reception division. Administrative records are received and settled at commune-levels reception divisions. This helps prevent harassment among individuals and businesses and improves the Informal Cost Index. The town also organizes regular dialogues and meetings with businesses to grasp their activities and promptly tackle their obstacles.
Moreover, the town focuses on improving the inspection and examination quality of public services, promptly rectifying and handling units and civil servants that upset businesses and people. The locality develops regulations and codes of ethics for civil servants when they serve citizens and businesses. It coordinates with relevant agencies to inspect and supervise civil servants who directly guide and process administrative procedures, especially with respect to land, to properly and fully implement the announced regulations.
Gia Rai Town reduces the time needed to handle work, ensures the effectiveness, publicity and transparency of policies and administrative procedures of each sector, effectively implements the town public reception division model, especially in land, construction, investment and tax fields. The town guides and supports individuals and organizations to submit records on the National Public Service Portal and the Bac Lieu Provincial Online Public Service Portal to reduce travel time for individuals and organizations.
Currently, a total of 246 town-level administrative procedures and 139 commune-level administrative procedures are within the jurisdiction of the town. Gia Rai Town proposed, reviewed and evaluated 23 administrative procedures; standardized administrative procedures, improved the spirit and attitude of communication of civil servants in interacting with people, organizations and businesses, directed specialized agencies to research and reduce the time to handle administrative procedures as soon as possible.
According to the Gia Rai People's Committee, in the coming time, the town will focus on promoting communications on economic development, business development, investment attraction, and policies to encourage and support businesses to raise their awareness of the goals and importance of improving the investment and business environment and enhancing competitiveness. Gia Rai will regularly review and publicize administrative procedures on its website to facilitate organizations and individuals in implementing administrative procedures.
The town will further improve the responsibility and attitude of civil servants who directly work with investors and businesses; strictly handle harassments against to people and businesses as well as irresponsibility of civil servants that leads to stagnation and failure at work. In the meantime, Gia Rai will promptly commend and reward agencies and civil servants who are resolute in performing their duties, completing their tasks well, daring to speak, daring to think, daring to do and being creative for the common good. It will also praise civil servants for reducing the service time and improving the effective direction, administration and implementation of public duties.
