Promoting potential advantages
Dong Hai lies in the south of Bac Lieu province, 60km from Bac Lieu City, the provincial capital. The district is bordered by Gia Rai district to the north, Dam Doi district and Ca Mau City, Ca Mau province in the west, separated by Ganh Hao River, Hoa Binh district to the east and the East Sea to the south.
Dong Hai has two large river mouths, Ganh Hao and Cai Cung, flowing into the East Sea. In addition, the district has 2,140 ha of coastal protective forests and three wind farms along with over 2,000 ha of salt field recognized as a National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism.
With a 23km long coastline, Dong Hai district will focus on tapping its potential strengths in the marine economy to advance industrialization and modernization and ensure sustainable development. Dong Hai district strives to become a key district in the province's marine economy, one of the centers for producing high-quality aquatic breeds, raising organic shrimps, processing aquatic products and exporting salt by 2025.
Mr. Tran Tuan Kiet, Chairman of Dong Hai People's Committee, said that the district has effectively fostered its potential advantages, especially in pillars like marine economy, aquaculture and renewable energy. The economic structure of Dong Hai has shifted positively to gradually increase the share of industry, trade and services.
The district has effectively restructured agriculture to enhance sustainability and productivity, focusing on production and consumption cooperation forms; and further promoted, attracted and facilitated local and external economic sectors to invest in projects. The province has particularly eyed developing super-intensive shrimp farming models in greenhouses, ecological shrimp farming and high-tech shrimp farming, to make clean products and achieve high productivity and quality. The district calls on many companies to cooperate in production according to the value chain, and expand new investments in aquatic breed production and seafood trading to increase production values.
Many key renewable energy projects have been invested in the district, with a total investment capital of over VND8,000 billion. For instance, Phuong Bac Energy Company invested VND5,500 billion in Dong Hai 1 Wind Farm (Phase 1) and Dong Hai Wind Farm (Phase 2) with a total installed capacity of 100MW, both already in operation. Japan - Bac Lieu Energy Company invested nearly VND2,500 billion in 50MW Japan - Bac Lieu wind power plant project (phase 1).

Committed to accompanying investors
To accelerate socioeconomic development, build Dong Hai into a key maritime economic district and strive to gradually achieve the future town criteria, the district has concentrated its resources on building infrastructure, especially transport infrastructure, training human resources, enticing businesses to invest in potential areas like maritime economy, industry, tourism and high-tech agriculture. At the same time, the locality has stepped up administrative reform, simplified administrative procedures to create an enabling, transparent and friendly investment and business environment.
“We continue to call on businesses to invest in renewable energy sources, super-intensive indoor shrimp farming projects, urban infrastructure construction projects, eco-tourism and spiritual tourism projects, rural market projects, shrimp farming projects using microbiological products, water plant projects, waste treatment projects and other projects to unlock local strengths. The district also will attract investors to invest in urban renovation projects in Dien Hai and Ganh Hao towns,” said Chairman Tran Tuan Kiet.
“As Chairman of the District People’s Committee, I sincerely invite and welcome investors and will apply the most possible preferential policies. We are committed to accompanying investors from project survey and establishment to project operation. The government will work with investors to remove difficulties and obstacles to make sure that the investment projects are truly effective. I am confident that, with the resolve of the entire political system, Dong Hai will build strong trust among investors, thus helping Dong Hai to soon realize the goal of becoming the marine economic center of Bac Lieu province,” he added.
