Binh Dinh Resolute to Reform and Leapfrog to Reach New Highs

Designating 2025 as the year of "acceleration and breakthrough," Binh Dinh will prioritize the synchronized execution of key tasks to drive socio-economic growth. In parallel, the province will enhance efforts to streamline and optimize the organizational structure of the political system, in line with Central Government directives, under the motto "Streamlined - Strong - Efficient - Effective." Another critical task will be the successful organization of the Provincial Party Congress at all levels, establishing a strong foundation for Binh Dinh’s continued development in the next phase.

Overcoming challenges

Despite facing many economic challenges, with an "example-setting, disciplined, focused and innovative" spirit, the persistent and drastic participation of the entire political system and the effort of all people and businesses, Binh Dinh achieved comprehensive development results in 2024.

Notably, the province GRDP expanded by 7.78% (versus the target of 7.5-8%) from 2023, ranking 26th out of 63 provinces and cities nationwide, 6th among 14 localities in the North Central and Central Coast regions and 2nd out of five localities in the Middle Central subregion. GRDP valued US$5.3 billion, contributing 1.13% to the nation, ranking 25th in the country, 5th the North Central and Central Coast regions and 3rd in the Middle Central subregion. The economic structure continued to shift positively, with agriculture, forestry and fishery accounting for 25.03%, industry and construction for 32.01%, services for 38.81% and product taxes minus product subsidies for 4.15%.

The output of agriculture, forestry and fishery rose by 3.04%. Rice output in all three crops reached 647,756 tons, with an average yield of 7.01 tons per hectare. Livestock farming was further expanded with a large-scale concentrated direction, driven by some large investors with modern projects. Binh Dinh also adopted measures to prevent Illegal, unreported and unregulated (IUU) fishing, promptly executed support policies for seagoing fishermen.

Industrial production continued to grow by 12.07%. The Index of Industrial Production (IIP) jumped 10% year on year. Trade, services and tourism developed vigorously with diverse products and stable prices to meet all people’s demand. Total retail revenue of consumer goods and services advanced 12%. The export value grossed US$1.71 billion, up 7.8% year on year. Tourist arrivals totaled 9.2 million, 67% higher than the annual plan. The province successfully organized many major events such as the Amazing Binh Dinh Fest 2024, Summer Tourism Festival 2024, and Binh Dinh Land and Sea Quintessence Festival 2024.

The total state budget revenue was VND15,615 billion, 7.8% higher than the target set by the Provincial People's Council and 23.2% higher than that a year earlier. Public investment disbursement reached VND8,800 billion, 12% higher than the target assigned by the central government and equal to 98.5% of the plan assigned by the province. According to the Ministry of Planning and Investment, Binh Dinh is one of five localities with the highest disbursement rates in the country.

The province effectively promoted cultural and social activities, administrative reforms, digital transformation and the government apparatus construction, and gradually built and perfected digital government, digital economy and digital society.

However, besides remarkable achievements, the province still confronted some limitations. Agricultural production, construction and product tax minus product subsidies grew less than expected. Budget revenue slowed while some investment projects were also carried out slowly.

Working to accelerate toward breakthroughs

2025 is a year of "acceleration" and "breakthrough", with focus on successfully achieving its goals and targets stated in the resolution of the current administration term. Promoting its achievements in 2024, Binh Dinh will strongly uphold the "example-setting, disciplined, focused and innovative" spirit and the “Clear people, clear work, clear responsibility, clear time and clear outcome” principle, thus effectively implementing the given goals and tasks. Notably, the province will target a GRDP growth of 7.6-8.5% or even higher. It will focus on implementing the Binh Dinh Provincial Planning for the 2021-2030 period, with a vision to 2050; continue to reform administrative procedures, improve the investment and business environment, build an equal and favorable business environment, boost industrial production and agricultural restructuring in line with new rural development, make tourism a spearhead economic sector and speed up green transformation and digital transformation.

Specifically, Binh Dinh will continue to maintain comprehensive agricultural, forest and aquatic production development; actively restructure crops and livestock; build and expand key products, growing areas and supply sources for processing industries; effectively operate production, processing and consumption chains; encourage commercial forest planting and strengthen forest management, protection and fire prevention and control; review and ensure the EC's Regulation on Deforestation-free products EUDR) for export to the European market and adopt the Carbon Credit Project; exploit, protect and develop aquatic resources; develop high-tech aquaculture projects; and encourage investors to expand the capacity of export seafood processors.

The province will reinforce land management, land allocation and lease to organizations, households, and individuals, especially forestland; simplify administrative procedures on land, speed up the ownership certification of land-use rights, house and construction ownership rights; strictly handle land encroachment and illegal mineral exploitation; resolutely and synchronously implement plans for handling, collecting, transporting and treating municipal solid waste and treating industrial solid waste (waste treatment projects in Quy Nhon City for the southern region of the province and Hoai Nhon Town for the northern region of the province.

In industrial and construction sectors, the province will pay attention to supporting and facilitating active factories and speed up the progress of projects under construction to start official operation soon; review, adjust and supplement the planning and amend and supplement the mechanisms and policies for industrial, handicraft and craft village development; invest in developing infrastructure for industrial zones and craft villages; and develop industrial production in conjunction with investment promotion and market expansion. In particular, Binh Dinh will continue to implement measures to remove difficulties for businesses; facilitate investors to accelerate the construction progress of industrial, commercial and renewable energy projects such as Becamex Binh Dinh Industrial Park infrastructure investment and operation project, Phu My Industrial Park and Phu My Port Area, Tan Thang Commercial and Tourism Service Area.

In 2025, Binh Dinh will carry out the Provincial Planning for the 2021-2030 period, with a vision to 2050, including district planning, urban architecture management planning and detailed planning. It will strive to complete upgrading An Nhon to a city; and revise the General Planning for Quy Nhon City to 2050, the General Planning for Tuy Phuoc New Urban Area, expected to be a fourth-class urban area, Hoai Nhon Town, expected to reach third-class urban standards, and Tay Son district, expected to meet fourth-class urban standards.

In 2025, the province will strive to complete its key projects such as local roads (An Nhon and Phu My) linked to coastal roads, southern bypass road of Phu Phong Town, a road connecting National Highway 19 to Becamex VSIP Binh Dinh Industrial Park and to Quy Nhon Port, and extended Dien Bien Phu Road to Diem Van Urban Area. The locality will research and prepare important and vital traffic projects like upgrading and expanding Phu Cat Airport and Quy Nhon - Pleiku Expressway to meet local socioeconomic development requirements.

According to Chairman of the Provincial People's Committee Pham Anh Tuan, seriously implementing the goals and tasks in 2025 is not only a requirement but also the strong will of all civil servants, citizens and businesses in the province. With its utmost determination and great effort, Binh Dinh is confident that it will achieve the highest goals and tasks.

Streamlined and effective for Binh Dinh to reach new highs

2015 was also the year that Binh Dinh vigorously implemented Resolution 18-NQ/TW of the 12th Party Central Committee on some matters regarding continued innovation and reorganization of the political system to be streamlined to work effectively and efficiently.

Thoroughly grasping all central policies and directions, Binh Dinh arranged and organized the political apparatus to be streamlined - lean - strong - effective - efficient.

Mr. Le Minh Tuan, Director of the Department of Home Affairs, Binh Dinh province, said: The Standing Board of the Provincial Party Committee planned and directed arranging and streamlining the apparatus and staffing of all agencies and units. The Provincial People's Committee also drafted a plan to arrange and streamline the apparatus of agencies in line with the direction of the central government, and submitted it to the Standing Board of the Provincial Party Committee. And at the same time, the Provincial People's Committee proposed that the Provincial People's Council issue specific policies in this arrangement. Currently, the Department of Home Affairs is actively coordinating with relevant agencies and localities to review and complete the Key Work Agenda in 2025, report it to the Provincial People's Committee for consideration and approval and organize an event to announce it (expected to be done in late December 2024). The department continued to monitor and press agencies and localities to urgently carry out the tasks assigned by the Central Government, the Provincial Party Committee, the Provincial People’s Council, the Provincial People’s Committee, and Chairman of the Provincial People's Committee to ensure timeliness, quality and outcome.

Chairman of the Provincial People's Committee Pham Anh Tuan affirmed: The province will urgently, seriously and responsibly rearrange and streamline the apparatus on schedule according to Resolution 18-NQ/TW. It will also focus on completing the apparatus and personnel work according to Conclusion 09-KL/BCD and Official Dispatch 22-CV/BCD of the Party Central Steering Committee to make sure that the new apparatus works effectively and efficiently and does not affect the normal activities of society and people.

To create momentum for the new term, agencies and localities in the province need to review all existing resources to not only complete but also surpass the targets set for 2025 as well as for the 2020-2025 term. At the same time, it is necessary to thoroughly grasp and seriously implement Directive 35-CT/TW of the Politburo, along with instructions and guidance from the central government and the province on organizing Party congresses at all levels to head towards the 14th National Party Congress. Preparations for Party congresses at all levels need to be carried out carefully and effectively, ensuring that this will be a political event of profound significance throughout the Party.

Secretary of the Provincial Party Committee Ho Quoc Dung emphasized: Each Party committee must carefully direct preparatory work in terms of content, personnel and service for successful organization of Party congresses at all levels to head towards the 21st Binh Dinh Provincial Party Congress.
